Today in History: The Bill of Rights was Proposed

On September 25, 1789, Congress proposed twelve amendments to the Constitution. In the months that followed, enough state legislatures ratified ten of the twelve that those ten became the Bill of Rights. Which two weren’t ratified? How did South Carolina vote?
